Lead-Safe Renovation and Remodeling in Redwood City

Lead-safe add-on cost in Redwood City

  • Small repair, one room$500 – $1,250+
  • Kitchen or bathroom remodel$1,550 – $4,500+
  • Several rooms or a whole floor$3,800 – $10,750+

Redwood City Lead Paint Removal lines up lead-safe practices for kitchen, bath, addition and repaint projects in Redwood City houses and apartments built before 1978. In California the EPA’s renovation rule governs paid work that disturbs painted surfaces, because the state has not taken over the program, and firms apply to the EPA for certification.

The EPA rule counts a minor repair as 6 square feet or less per room inside and 20 square feet or less outside, and window replacement is always covered. We plan renovation work in Redwood City and the neighboring Peninsula cities of San Carlos and Menlo Park.

Renovation projects

Kitchen and bath remodels

Taking out cabinets, tile and painted plaster in a pre-1978 kitchen or bath breaks old paint apart. The EPA rule calls for sealed work areas, no open-flame burning and dust-minimizing methods, and a certified renovator to direct the crew. Demolition is a stage where painted material breaks up.

Repainting and surface prep

Painting itself is not the issue; scraping and sanding the old coats is. Prep that disturbs more than the minor-repair amounts needs lead-safe practices when someone is paid to do it. A test result can show which surfaces need the full set of precautions.

Additions and wall openings

Cutting a doorway through a painted wall or tying an addition into an older house disturbs coats of paint at the join. Plan the openings before work starts, so the sealed area and the cleanup cover everything the saw will touch.

Cleanup and cleaning verification

Renovation work ends with a cleaning verification, in which a certified renovator wipes surfaces with a cloth and compares it with a card. That is different from the clearance inspection that follows permanent abatement under Title 17, which is done by a certified Inspector/Assessor or Project Monitor.

Where California renovation rules stand

CDPH says it is working on renovation regulations connected to SB 1076 and a 2023 amendment. We describe that as pending, with no dates, and treat the EPA rule as the one in force here. Renovation rules do not replace Title 17, which still applies to lead hazards and to anything meant to remove paint for 20 years or more.

What affects the cost

The amount of painted surface disturbed, the number of rooms sealed off, whether windows are replaced, the extra cleaning and verification steps and how long the occupants need to stay out all affect cost. Testing first can limit precautions to the surfaces that need them.

In a remodel, the sequence is test, then plan. For the first part, see lead paint inspection and testing; lead paint window and door work covers replacement windows when those are part of the project. The homepage of Redwood City Lead Paint Removal lists the rest.
